Starting a pet cremation business in New Zealand

Six things you'll need to work through

Regulatory requirements vary by region and district. The steps below are a general overview — always verify current requirements with the relevant authority. We recommend engaging a resource management consultant if you're unfamiliar with the consent process.

Resource Management Act — air discharge consent

Most regional councils require an air discharge consent under the RMA before you operate an incinerator. Contact your regional council early — consent timelines and conditions vary significantly. Inciner8 machines are engineered to support these standards, but consent is your responsibility.

Animal Products Act / MPI requirements

Pet cremation is regulated under the Animal Products Act. You may need to register with MPI as an animal risk management programme operator. The MPI website has current registration requirements and guidance.

Business structure & resource consent (district plan)

Check your district plan for land use rules — commercial incineration may require a resource consent depending on your zone. This is separate from the air discharge consent.

Health & safety

Operating an incinerator requires a documented health & safety plan under the Health and Safety at Work Act. This includes staff training, PPE, site access controls and emergency procedures.

Waste Minimisation Act & ash disposal

The ash residue (typically 3–5% of input weight) must be disposed of appropriately. Consult your local territorial authority about approved ash disposal pathways.

Consumer law & service contracts

If you're handling pet remains, consider your obligations under the Consumer Guarantees Act and Fair Trading Act. Clear written service agreements protect both you and your clients.
